DJ Shadow (Josh Davis) is a mixer and turntable artist out in Davis, California. Somehow amazingly enough, in 1995, he made this little album called Endtroducing... (released in 1996), which consists of nothing but sampled music (it made it into the Guinness World Records for "First Completely Sampled Album" for their 2001 edition). I'm sure, around this time, there were other experimental sampling artists out there, but DJ Shadow is recognized as the first. There is even a book about it from 33 1/3 Series
Universal Records, in 2005, re-released Endtroducing... as part of their Deluxe Edition reissues. The Deluxe series usually consists of the original album (in most cases, remastered), plus a second CD. The second CD collects any B-Sides or alternate takes and rarities.
So, the song we're hearing here is "Stem", the Cops 'N' Robbers mix. This is pretty much like the original song except that it mixed dialogue from the movie "Heat". For a full listing of all the sampled songs and music that was used in "Stem", see wikipedia.
Trivia: There has been three films called "Heat". A 1995 film starring Al Pacino and Robert De Niro, a 1986 film, starring Burt Reynolds, and a 1972 film starring Sylvia Miles and Joe Dallesandro.
